"Notes From the Far East" is published every other month in hard copy and electronically to provide support 1o local NGOs through the dissemination of information that promotes increased NG0 effectiveness and networking. The journal's ever-growing circulation includes 813 regional NGOs and 100 media organizations. The journal regularly reports on legal and regulatory obstacles and legislative initiatives. Frequent how to articles clearly demonstrate techniques for: personnel training, the initiation of successful cross-sectoral partnerships, and information services development. NG0 networking has been promoted by the journal through features on specific NGO communities, resource center facilities, and small grant projects in various RFE regions. Tile journal also features stories and updates on the activities of support agencies working in the RFE: USAID. Eurasia Foundation, Peace Corps, Mott, Soros, Ford and Rockefeller Brothers, the Trust for Mutual Understanding, and IREX.

Promoting cooperation and joint ventures between the large number of isolated individual NGOs in the RFE and solidifying NGOs into a unified social force is impossible without easily accessible information regarding RFE NGOs. To facilitate the development of a communications infrastructure between NGOs in the RFE, ISAR created the first and only database of RFE NGOs. The most recent version of the database includes comprehensive information about the current activities, services, and plans of NGOs active in the RFE'. ISAR also has contacts with 12 other organizations working on similar databases in order to ensure complete and accurate information. Despite telecommunication problems the database website records an average of 200 hits per month. ISAR is also developing databases with legal, training, and federal and regional social programs that will he accessible from the current website. Furthermore, ISAR provides technical and informational assistance to grassroots NGOs in the use of databases and the Internet as a resource for continuing development.
